For the essential meaning, port is a logistics base and joint , it is a collection group of logistics enterprises, and its main function is engaged in cargoes imported and exported.The assembling and evacuating capability of container port is one of the important criterions of the service level. Today, the competition of port hinterland is becoming more and more hotly. How to make logistics expedite and to improve the efficiency l of port have become the desiderated problems that influence the development and the competition of an area.Nowadays, studies of improving the efficiency of port still concentrate on the load and unload system, the communication management, and the strobe. However, the un-harmony of the pile area and the road has not been paid much attention.The paper considers that according to the characteristic parameters of the specific harbor, the accumulate of the pile field with the length of the road in container harbor , there should be a certain corresponding relation. Namely, the accumulate of the pile field is suitable to the annual throughput and the length of the road is suitable to the accumulate of the pile field .In the paper, on the basis of the optimum length formula of port roadway and the container accumulate which can be certain according to the annual throughput , the harmony relational expression is derived.The harmony formula of port provides the reference for the port design. By analyzing the harmony formula , the paper discusses the applications in designing the new ports and evaluating the service level of the existing ports. The conclusions mentioned are validated in the example of Qingdao Port. Considerably, the conclusion of the paper has guiding significance and the results are valid in container port planning and operating.
