With rapid development of economy and society, the problem caused by traffic is becoming more and more serious. Intelligent Transportation System(ITS), which is widely studied in developed countries, is thought of a potent way to the ground traffic problem today. ITS which is an important symbol of ground transportation system will come in the 21st century. Ground traffic-information, which mainly consists of traffic-flow, is an indispensable element of ITS. It is a key of ITS to predict traffic-flow exactly which is an important step in the research of traffic-flow guidance system. Traffic-flow is a time-varying nonlinear system that is comparatively complex in structure and internal variable. A lot of variables should been input. Among them, short-term traffic flow prediction is the basis of dynamic traffic control and guidance.Because in recent years, As the fast development of computer technology and sensor technology, multisensor data fusion theory and its related technology has been used widely in the military and civil fields. Accordingly, this paper proposes a short-term traffic flow prediction model of data fusion algorithm based on Filtering step by step.Compared with traditional prediction model through Kalman Filtering Theory, this model is not only reduce the computation and lower model to center processor's request, but also ensure estimate accuracy. Some real time traffic flow data sampled from an Australian freeway are used to prediction and simulation experiments in this paper. The results from prediction experiments indicate that the new algorithm may ensure estimate accuracy and reduce the computation. It can also be used to predict real time traffic flow.This paper still introduced the laboratory studied the composition and functions of the city intelligent traffic signal control system based on Ethernet. This paper introduced the realization of the upper computer software of network traffic signal control system based on Delphi in detail. It included the forming process of the datasheet of the signal color scheme, the deployment of the phase time and timing as well as the network transmission process of the data of the datasheet and the step time.
