Heat allotment meter is a kind of meter for heat metering. Its principle is simple and the technique is ripe and reliable. Its manufacture cost and the use cost are low and could charge according to the heat consumption without rebuilding the old system. There is no need for additional charge.The measuring method of the heat allotment meter related to the veracity. In this paper, the measuring method of the heat allotment meter is analyzed in theory, and the conclusion is that the surface temperature of heater is proportionable to the liquid temperature. Based on this, the CFD software FLUENT is used to analyze the liquid's flowing regulation and the regulation of liquid temperature in the heating radiator. The result indicates that the fluxion of the liquid in the heating radiator is turbulence. The temperature distribution of the heat intermediary is changed by rules. In the area that about 2/3 on the midline of the heating radiator from the bottom up, the temperature distribution of the liquid is the most steady and is representative. According to the conclusions above, the sensor of the allotment meter of heat should be located in the area that about 2/3 on the midline of the heating radiator from the bottom up.Some research on the development of heat allotment meter is also done in this paper. The trend of the development of instrumentation is better performance, digitized, integrated, intelligent and network connect capable. To design and produce a battery powered digital heat allotment meter is to meet the demand of the market on a long life, battery powered, low cost and low consumption. The product has a broad prospect on the market.How to control the power consumption of the Heat Allotment Meter is the main consideration of the design. The design technique in both hardware and software is used for the low power. The MSP430 series ultra low power microcontroller and LCD module are used for the hardware selection. The intermissive working mode (During the non-sampling periods the LCD module is active, the microcontroller and the external memory module are working in low power mode, the power supply of the sensor is cut off.) and the special slope A/D conversion time reduction are used for the software design to minimize the power consumption of the system.
