Firstly this paper researched the present situation and trend of ATSE. Secondly, the principle and design method which are used in the hardware system and software system of ATSE were detailed. Finally, the EMC technology of single chip system was studied. And some feasible methods both in hardware and software were studied. Thus, the reliability and stability of system are guaranteed.Automatic transfer switching equipment (ATSE) is widely used in factory, government and traffic department, which can enhance the power safety. The modern ATSE based on CPU performs the work of auto self-detect, auto measurement, auto control, remote communication and so on. With the development of our nation's industry, the popularization of automatization degree and the improvement of people's life condition, more and more people need a high reliability power supply system. So ATSE becomes very important in our life.This paper adopts the micro-controller PIC18F458, the software development kit MAPLAB C18 and hardware elements with high reliability performance and high anti-jamming performance and designs the hardware which satisfied the conversion function of system. It mainly contains system cell circuit, signal sampling and dealing circuit, output control circuit, and interface circuit between people and device hardware. It uses C language and assemble language to development software. It adopts method of module design, which mainly contains frequency detecting module, voltage detecting module, key detecting module, LCD module, communication module, and so on.By means of the integrated development environment MPLAB-IDE software, assembling program and off-line simulation can be made. Together with using the on-line debugger, we can make the system realize the functions of on-line programming, on-line debugging, and down-loading the assembling program, which makes the designing and developing of the device easier.
