Plenty of pressure pipelines are used in petrochemical plants, and the defects of the pipes are of great difference. The existences of defects have threatened the safe operation of the pipes and have become as the main root of frequent accidents. Therefore, it is important to make safety assessment of pressure pipes containing defects in order to insure the safe operation of pressure pipes. For the assessment of defect pressure pipes, the conventional method is making the assessment according to corresponding defect-assessment criteria by sophisticated experts. But the calculations of the assessment process are complicated, the workload is heavy and the cost is dear, so it can't be extended in assessment of pressure pipes with low cost. Therefore, it is valuable to explore an assistant safety assessment system, which can be used in the safety assessment of in-service pressure pipelines containing defects and can make the assessment faster and exacter.The analysis of software requirements, whole design of system, the programme and testing of the software have been accomplished in this paper according to the method of software project and based on the defect assessment criteria in common use. The assistant defect assessment software has been exploited, which provided the powerful tool for the assessment of defect pipes. The achievements are as follows:(1) The database management system (DBMS) has been set up. Numbers of lists and inquired files have been established, which can be used in the input of data and the inquiry of information; the using purview has been fixed in order to insure the safety of the database. The backup module has been established in case of the lost of the data.(2) The knowledge base management (KBM) system has been set up. The KBM contains the management, browse, requires of the base theory of defect assessment, corresponding assessment criteria and methods, defect assessment reports, the project examples of representative assessment process and system using way.etc.(3) The applied program has been developed for safety assessment of defect pressure pipelines. The corresponding safety assessment program has been explored according to three defect assessment criteria in common use. The applied programcontains several of function modules, which can make the defect assessment(including fatigue assessment) of pipes based on the defect checking results andcorresponding base data and can give the assessment reports.(4) The program has been validated according to project example, and thereliability of the operation and result of the program has been confirmed.
