Along with the rapid development of economy, the number of the vehicles has increased dramatically. The problems of the ecology and environment caused by the urban traffic development are becoming more and more serious, which greatly affects the people's life and the sustainable development of many cities. In Beijing, since the constructing of traffic infrastructure is difficult to adapt to traffic demand grows, traffic pollution is gradually grave while aggravation of traffic jam. The traffic pollution has been the most main origin to the air pollution in Beijing. In order to solve the traffic pollution, there are many govern method of traffic emission, and improving traffic signal system is one of them.Through setting the control parameters of traffic lights in every intersection, traffic signal control system make all directions flow have the least delay time, and optimize traffic flow in an appointed area. It can improve traffic operating mode, and reduce traffic emission. As yet, the development does not stop and many traffic signal systems have been exploited, just like TRANSYT, SCOOT, SCATS, OPAC and the new one that applying artificial intelligence.Beijing introduces the ACTRA signal control system from the siemens corporation in 2004. In order to alleviate traffic jam and reduce traffic environmental pollution, it mainly improves the control system of many intersections inside the fourth ring.This article takes the environmental effect of the traffic signal systems in intersections improvement as research content, and investigates 4 representative streets in Haidian Beijing which are the west extended line of ChangAn street, FuShi street, college area street and YongDi street. According to the principles of practicality, comparable character, scientificalness and the reliability, the average emission including carbon monoxide, hydrocarbon and nitrogen oxide is chose as an analytic factor. And then, I field surveys vehicle flux, travel times, delay times, computes and compares average emission, analyses the environment effects by the new traffic signal system. The computed result indicated there is a good effect of reducing the main traffic pollution including carbon monoxide, hydrocarbon and nitrogen oxide compound.
