Power grid is a backbone and an important part of power system, and the robustness and transmission capacity level of it will influence the normal operation of electric market directly. Under the market condition, power grid planning will be subjected to many new uncertain factors, and its models established under traditional pattern won't work any more. Based of facts, it's very necessary to establish management measures of power grid information of uncertainty, and research the corresponding models.The paper analyzed uncertain factors about power networks planning under power market, Which character, and summarized research works about power networks planning in recently firstly, and the significance of this research is given.The uncertain information can be expressed as a UN (Unascertained Number, UN) model by using for reference the method of Fuzzy Integrate Judgment. The novel model is reasonable and feasible to describe and deal with the uncertain information in power networks planning (PNP) according to the fact of PNP. Emphasis of the paper is introducing the concept of the Blind model (BM) model of UN, and a new model and method of PNP is formulated by the BM model of UN. The optimal planning can be received by using the analysis of cost-benefit. After some simplified means are given because the operation of UN is so complicated. At the same time, Improved Genetic Algorithms(GA) is validated which is bring forward on the paper.
