There are so many kinds of sluice equipments of the Three Gorges, requiring high reliability of operation when they are running. We could take the reliable service as the central new service strategy research, and use the equipment managerial engineering and the operations research related theory, so that Maintenance Management System could be ensured to the lowest cost. According to the entire service management object of the equipment, we could classify unit and give them different service ways. Therefore, equipment could be maintained and repaired scientifically and forwardly, and the time needed for stoping navigation and mending of The Three Gorges sluice will be shorten. As equipment classification, the best solution or maintenance cycle forecasting, decision analysis, will involve a multitude of complicated information, to acquire the maintenance of guiding significance to the implementation of the conclusions, still using the old experience is not enough. We must make use of modern information analysis, processing and reasoning method, collect experience from the experts in the field, establish the knowledge base, database, model base, logic engine, complete the comprehensive maintenance decision by the use of computer equipment, and realize the maintenance guide of the true value of this system. The purpose of this research is above.Through the thorough analysis equipment service system, this research makes an organic and modern new service strategy. In view of actual situation of the Three Gorges sluice equipment, it establishes a set of practical and feasible equipment management, the service system equipment, service plan establishment strategy, implementation method, and long-distance service decision support system basing on Internet. This service decision system based on "client/using server/database server" three distributional structures, using dynamic homepage technology ASP.NET and Microsoft SQL Server 2000 database. The service decision system can realize the decision-making on method, the decision-making on type, the service craft and the plan establishment, the service database and management on the service model-base and so on the important functions. The system, which is in the service decision- making support, works out under the network environment.Through this research, we could develop an organic integration of modern new maintenance strategy and establish a workable system on the facilities management and maintenance. And this system is based on the actual situation of sluice equipments of the Three Gorges. On the basis of summing up experience in maintenance management and other kinds of experience, we can realize the protection and precision of maintenance management and ensure the realization of the entire process of planning and integrating maintenance decision. At the same time, we could establish a reliable system of equipment maintenance management, optimize the process of Maintenance craft and establish the basic database of technology, and then we will realize the computer-based network management of construction and the maintenance's plans. Through the management of construction by the basic database of network plan technology, the time needed for stoping navigation and mending of The Three Gorges sluice will be shorten tremendously.
