It is required to calculate water supply, consumption, drainage process and compare many multi-plans under the different inflow, water saving plans, water supply strategies and project arrangement in water resources planning and management. Thus, the traditional methods that calculate by table can not satisfy the demands. The water resources planning and management model is a valid tool that can resolve these problems. Since 1950s, water resource analyzing system has taken the important role in water resource planning, management and reservoir operation of both home and abroad. Because WRMM model is flexible and applicable, it can simulate water resource system of arid area; anticipate the distribution of the surface water in the case of different allocation plans. But this model does not conserve these problems such as surface water and groundwater mutually transfer and groundwater utilize and so on.Combining the demand of the water resources planning of Urumqi City, establish groundwater utilize model and deal and circle use of foul water model, and couple with WRMM independently, form applicability better, easily spread water resources allocate model, and applied it in the water resource comprehensive plan of Urumqi city. The result indicated that this model not only can represent the process of irrigation, municipal, industry consume process, but also can represent the water supply and water deficiency process of the water users by reality. Therefore this study offered scientific, theoretic technique and means for enrich water resource management and planning research of our country and develops the works of water resource management and planning.
