Water resource is a basic natural resource and the dominate element of environment. Also, as the strategic economical resource, it's a great integral part of overall national strength. With the development of social economy, water resource plays more and more important part in the development of national economy and society. In the latest two decade, the relationship in supply, dispend, drain and consume, as well as the structure of water consumption in the water resource development and utilization has been greatly changed in virtue of the development of social economy and the change of structure in water consumption. Ceaseless increase in water consumption and the change of structure in water resource aggravate the conflict between water supply and demand. According to the investigation in social economy, water engineering and water resource in supply, dispend, drain and consume of subareas in Guangzhou, this article analyses different aspects as follows: the structure and trend of water supply riverhead, living water, process water, environmental water; variation in amount and quality of water supply; the development situation and its evolutive trend of social economy correlated to exploitation and utilization; its influence on water utilization. Also this article estimates the degree of water resource development and utilization, variety of development and the mode of utilization, level and efficiency of water consumption and the problems in the water resource development. And it synthesizes the coordination between the development of water resource and the sustainable of social economy. At last, this article tables a proposal of the development and utilization of water resource in GuangDong Province.
