Research On Five-year Planning Of Noise Pollution Prevention And Control In Huangshi City

In the recent years, investigations show that many metropolis residents consider noise pollution is the most influential around their surroundings.Though prevention and control of noise pollution was paid high attention to by residents and also included in environmental protection plans over years, there were insufficiencies. The thesis carries out the research directing at the aspects remaining to be improved in the former environmental protection plans in Huangshi city, Hubei province. Such as the environmental targets and the environmental indicators were confused, it was lack of quantitative basis in noise levels forecasting, measures for preventing and controlling the noise pollution couldn't be put into practice efficiently, projects and investment for noise control was not enough, and there was no public participation. Concrete works are as follows:(1) According to the monitored data of urban district noise levels and road traffic noise levels, the thesis analyzes and assesses the present state of acoustics environmental, which provides powerful data support.(2) After distinguishing the meaning of environmental target and the meaning of environmental indicator, the thesis sets the environmental targets and indicators over eleventh five-year plan on the basis of local conditions.(3) Researching on the contents related to noise functional divisions such as basic principles, main basis, procedures and methods, the thesis presents suggestions on the basis of former functional divisions in Huangshi city.(4) Referring to the models for forecasting urban district noise levels and road traffic noise levels both adopted by home and broad, the thesis chooses the grey model to forecast urban district noise levels and road traffic noise levels for the period of 2006～2010 both after verifying the precisions.(5) Analyzing the main reasons why the methods for noise prevention and control couldn't be act efficiently, it presents suggestions for improvement. And it also makes Benefit-Cost analysis rationally for main projects which will be carried out in eleventh five-year plan.(6) Analyzing the problems in public participation in environmental protection and the instances of Chinese public participation in noise prevention and control, the thesis presents both proposals such as specific approaches and measures, and some potential problems, challenges in public participation in noise pollution prevention and control program.In a word, this research aims at working out a noise pollution prevention and control program scientifically and feasibly, for improving the sound surroundings of Huangshi city.
