Aiming at the practical demand and the future development in our country's satellite communication field, on the base of theoretical analysis, referencing to the design consideration and success experiences of application systems in existence overseas, as well as the research conclusions of experts in satellite communication field, to the situation of our country, this paper proposed several feasible satellite orbit and constellation design schemes, then simulated and evaluated them using a powerful satellite simulation tool software(STK). The simulation results proved that, the geostationary satellite constellation design scheme proposed in this paper can meet the coverage rate requirement all over our country, and have survivable ability in war time. Moreover, the non-geostationary satellite constellation design schemes were highly feasible and practical, and were great significance in developing our country's area mobile satellite communication and global communication in future, therefore the research conclusions can be referred to by relational departments in decision-making.
