Shortage of energy and resource and environmental pollution are the most challenges to the urbanization in China. One of the major research interests in energy field is to realize the optimizing configuration of material and energy among different energy utilization systems in virtue of system integration and combination, to improve the comprehensive utilization efficiency of energy and resource, and to abate the negative effect of fossil fuel utilization on the environment. This paper is grounded on an international project on "Urbanization-Energy-Clean air" supported by the CAS/CAE in China and the NAS/NAE in the United States. Researches on basic theory development and innovation of energy cascade utilization technologies are summarized and concluded. Greenhouse gas control technologies are introduced, and "National Energy Network", a technical route suitable for the compatibility of energy and resource utilization and environmental protection in China's urbanization, is expounded. Based on the principle of energy cascade utilization, research work was carried out on multi-output system combining CCHP and seawater desalination, to find out the integration and combination principles of the two subsystems and to explore the integration characteristics of the multi-output system. From the aspect of the second law of thermodynamics, energy utilization of the integrated system was studied and energy saving potential was found out by means of the exergy balance analysis. What improves the system performance was discovered with the use of exergy utilization diagram (EUD), and preliminary analysis on system performance was made. Compared with single systems, energy-saving ratio of this novel system all the year can be more than 10 percentage points higher than that of general CCHP system without desalination. This research can provide a new technical approach to solve the problems of energy and water resource in China.
