Based on equal,open and just principle introducing competition and enhancing vigor have become a world-wide tendency in power system.In power market, keeping the system reliability is important in order to avoid instability originated by pursuing economic benefit unilaterally.If system reliability'problem isn't managed well it will impacts system and market,even influences whole society'stabilization.Reserve is a important method which keeps power safety and reliability,and it's not a new topic. Generally speaking if there is more reserve ,system reliability is better. But in electricity market environment generation units provide reserve rewardfully otherwise generation units' positivity is not stimulated.Reserve capacity should be gained reasonably and reserve market should be managed by market economy means in market-based condition.So it not only satisfies system reliability but also realizes the optimal economy and satisfies customers'requirement.In electricity market English Pool mode is more mature.The paper adopts the improved Pool mode and establishs an individual ancillary service market. The reserve must be cleared in turn by category and by time.The paper suggests an integral framework of reserve market including the structure and operation mode.The paper analyzes demanding of spinning reserve emphatically.It gives an example of demanding for spinning reserve and proposes to determine optimal reserve capacity by maximizing the social benefit of spinning reserve.The mathematic models and arithmetic of market clearing are given in detail.The numerical example illustrate that the result can meet the requirements in application.The method not only solves the problem of reserve market but also gained some factors of affecting the system reliability.
