In this paper we summarize major factors impacting the combat capability of informatization forces, from the viewpoint of world new war change. And establish multilevel structural model of evaluating indicator systematic for informatization forces combat capability. First, using analytic hierarchy process and group decision method, we evaluate the combat capability of informatization forces. Second, we evaluate the combat capability of informatization forces by use of principal component analysis. In the course of evaluation using two methods, we give out the mathematical model of the combat capability of informatization forces, and illustrate the feasibility of amphi-evaluation mechanisms. At the same time, we discuss how to improve the combat capability of informatization forces from the evaluated consequence. In conclusion, we contrast the two evaluation methods and find that each of them has relative merits. We should properly select the evaluation method in the real world.This paper is composed of four chapters, which are independent and correlative to one another. The first chapter is an introduction. In this chapter we briefly introduce the war background investigated in this paper. That is , in the face of new war change, the factors that impact forces combat capability should have new content. How to evaluate the combat capability of the informatization forces? The conventional visual experience evaluation methods can not meet the needs of modern times war any longer. It is extremely nessary to adopt new scientific methods in aids of commander to proceed quantitative analysis. This is the cut-in point of this paper.The second chapter contains some propaedeutics. First of all , the analytic hierarchy process is introduced and the rationale and basic steps of analytic hierarchy process are illuminated. Secondly, we introduce the relative reliability of decision-makers in group decision. In section §2.6 , the degree of uniformity between the decision-maker's estimations of the two objects is given as follows:And the relative reliability of decision-maker is: In chapter 3, We evaluate the combat capability of informatization forces using the group decision method. First of all, combat capability is introduced. Combat capability includes basic combat capability and combat capability correction. The basic combat capability is the root of combat capability. In this paper we only evaluate the basic combat capability. After some analyses we establish the indicator system of informatization forces combat capability. It mostly includes following several aspects:(1) Information ability. It includes information acquisition ability, message transmission capability, information processing power and availability of information ability.(2) Hitting power. It includes firepower hitting power, attack operational capacity, defensive operation ability and electronic warfare ability.(3) Maneuver and protective ability. It includes march ability, battlefield maneuverability, fitted protective ability, message protection ability and personnel shielding ability.(4) command ability, It includes chain of command effectivity, diathesis of commander, stratagem tactical thinking, soldiery level and combat teamwork ability.(5) Insure ability, It includes technology insure ability, engineer support ability, three proofings insure ability and supporting services ability.Basing on this indicator system, we use analytic hierarchy process to ascertain each indicator weight and incorporate the relative reliability of decision-makers in group decision to evaluate the combat capability of informatization forces. Finally, the mathematical model of informatization forces combat capability evaluation is given as follows:In the fourth chapter, we introduce the application of principal component analysis in the informatization forces combat capability evaluation. The principal component analysis is one of the common multivariate statistic data analysis means. Such approach take the contribute rate of principal constituent as indicator weight, with no need of decision-maker consultation. It possess obvious allsidedness and objectivity. It is a kind of effective methods to set qualitative problem quantification. In subsection ?.2.3, we give out the mathematical model of informatization combat capability evaluation basing on principal component analysis as follows:At the same time, on the basis of an instance, we discuss how to advance the combat capability level of informatization forces . In section §4.3, we compare two evaluation methods and the relative merits of two methods are given. At last, we expound the meaning of the informatization forces combat capability evaluation.
