Safety is one of the key performances of product, and it is an important index which could assess performances of system. The people pay more and more attention to it.The essential means which settle product safety is design and analysis for safety during the designing and developing processes in which quantification for safety is the key problem.This paper establishes the quantification model of product safety based on referring to relative data on safety over the world. The scope and method of research on product safety are confirmed and the quantification value could be result in indirectly by the quantification process of product hazard.First, the paper analyzes product hazard which includes identification of the possible accidents by FMEA and PHA etc. and probability of each accident are got by FTA quantitative analysis. Because accident probability could not mark the product safety, the paper suggests probability adding weighted value which is accident severity, and then hazard degree. The hazard degree is confirmed after being synthesized by the way of overlapping, and then the product safety could be educed according to complementary connection of safety and hazard.Safety degree could offer gist for reasonable distribute of safety during product design and offer reference for product safety design.Finally, 33°HM1.8/58T solar water heater is cited to validate the quantitative model founded in this paper.
