The Floating Vehicle Traffic Data Collecting System is a new kind of traffic data collecting technology which has been developed with the application of ITS new technology in the recent years. It could directly and conveniently detect reliable and accurate parameters, including vehicle travel velocity and path trip time. This system, an important method for collecting traffic data, can complement the deficiencies existing in the traditional traffic data collecting methods, which involve the insufficient data quantity, the low data capacity and the poor data quality. As a result, this system is very significant for the traffic data management field in our country.This thesis does research on a new method to dynamically collect traffic data, i.e. the Floating Vehicle Traffic Data Collecting System. This system is used to suitably apply the integration of some technologies, such as GPS, Wireless Communication, GIS and Data Processing. When different traffic conditions are simulated with the traffic simulating tool, CORSIM, the thesis makes an analysis by setting varied parameters to receive the relationships of each parameter for choosing the optimal parameter which could be applied to estimate the minimum floating vehicle coverage for covering the reliable network. In addition, the problem of travel time forecast in the Floating Vehicle Traffic Data Collecting System is illuminated. On the basis of comparing the key parameters of many wireless transit systems, e.g. operation type, capacity, time delay, transit accuracy and unit data transit fee, and confirming that this system is fit for the transiting requirement, GSM system is selected as the communication system for the floating vehicle system. Finally, this thesis also refers to some other subjects, e.g. floating vehicle back-end data processing and map matching.
