The system simulation technology is based on system management thought. It is a quantitative analysis scientific methodology, which can provide proof to management decision-making through investigating and analysis the experiment system running process. System simulation plays an important role in the action of enterprise management decision-making and each fields of social life management. As a modern management techniques of management decision-supporting and system design, Simulation can make analysis and evaluation on existing systems and forecast its future development, improve programs; it is not necessary to spend a great deal of investment, using computer simulation to make a correct evaluation of the feasibility and cost-effectiveness on the new system; in accordance with the established objective function analysis and compare different policy options, and select the best plan, provide support to optimal management decision. Simulation now is toward intelligent, realistic direction, it is to be an intelligent simulation.During the development of sea fire plan simulation system, in order to simulate the rescue process from fire station to any fire spot at will, express the rescue sea route more intuitively, this paper makes a thorough investigation to route problem and intelligent searches. This paper adopts an intelligent means of modeling, introduces the concept of knowledge modeling and rule base in the simulation system development, try to probe the theory and methods based on knowledge and intelligence, establish an effective knowledge model of fire plan in the sea.In resolving the route problem of plan simulation system, this paper adopts more advanced ant algorithm, whose dynamic, Adaptive feature reflects great advantage. traditional ant algorithm is uniformly distributed in releasing pheromones, someResearchers have proposed a gradual decay pheromones release model, Based on analysis and compare the uniform distribution and gradual decay model, this paper proposes a gradual increase model, realizes the analogous system prototype under the NET platform also compares and analysis the results, the practice proves that gradual increase model proposed by this paper has obtained much better effect. It has strong usability, also has reference value to studies the general route searching problem.
