The article consists of six chapters:preface;introduction; precipitation and evaporation;water resources quantity;water quality;conclusion.The research includes the character analysis of precipitation and evaporation., the calculations of water resources and its spatial and time variations,the situation of water quality and its variation.According to 45 years (1956-2000) date of precipitation in the area,the annual mean precipitation is 666.1mm. According to 45 years (1956-2000) date of runoff, the annual mean water resource amount of the earth's surface is 118.39 million cubic meters,or annual mean runoff depth is 118.5mm. According to 21 years (1980-2000) date of goundwater resounces in the area,the whole district annual mean amount is 191.761 million m~3.The whole district per capita water resounce amount of the whole district is 379 cubic meters. The supplying water amount of surface water is 29.64million cubic meters. The surface water development utilization ratio is 30%. The normal usable groundwater amount is 150.755 million cubic meters. The exploiting amount actually of groundwater is 80.264 million cubic meters. The exploiting rate of groundwater is 53% .Through statistical analysis, the total amount of water resources in the area is lean towards little even.Water have been polluted seriously.The surface water's utilizing degree is relatively low, and the exploiting of groundwater is inconsistent with the distribution of the water resources.Therefore need to improve the degree of development and utilization of water resources of the earth's surface, and then plan and config the exploiting of groundwater resources reasonably,so that the limited water resource could be utilized sustainablely.
