Video Surveillance System as an important safe surveillance in traffic and police is widely used in security and other fields for its full and accurate information. With the fast development of internet, video surveillance network has become one of the most popular researches. But the huge video data and limited network bandwidth are always choke point. For these questions, there are lots of research in terminal of video surveillance system and video network transmmition.The particularity of railway transport is as following. In distance, the distance between user and video point is long. And there are many departments of railway needing the video data. So the video data should be transmitted in multi-channel. Therefore, the video surveillance system should transmit multi-channel and remote video. In general, the communication network of railway could provide a 2M bandwidth to connect the center and local. Because the video data is huge, there is contradiction between the data and bandwidth.In this paper, we analyse the need of vido on railway. When there is no train in the railway, the transmmition of high quality video is a waste of limited bandwidth. But, all channels of video should be seen by users. We research how to meet the requirement of users and make full use of bandwidth according to the characteristics of railway. In the paper, we adopt three advanced techniques, including video analyse technique,video coding technique and network transmittion tenique. We research them in detail, bring forward a bandwidth-allocation arithmetic based on motion detection technique and video priority. We do experiments according to the arithmetic, and the results show that the arithmetic could make the users to"see well"and"see all". That means that the users could get good video quality of important data, and could get all informations at the same time. This method solves the contradiction between the limited bandwidth and the requirement of the users.
