In this paper the characteristics of the modified fine sand from Hutuo River is made a thorough study in the import municipal engineering in hebei shijiazhuang. After analyzing the means of modified fine sand as pavement materials in the world, the author have done a lot of laboratory test with the fine sand from Hutuo River. On the basis of the result, the author deduced a series of modified methods, lime stabilized fine sand, lime and fly ash stabilized fine sand, cement stabilized fine sand, cement and fly ash stabilized fine sand and cement lime and fly ash stabilized fine sand. Then, experiments of unconfined compression strength, flexure strength, water stability, wetting and drying were carried out on the stabilizer-improved fine sand for study its strength and endurance. Base on the analysis of the test result and the condition of the road construction, the final adopted stabilizer is cement lime and fly ash stabilized fine sand from Hutuo River and the mixing ratio was given. Finally, the trial road was constructed with the stabilizer and give out the construction and control method.
