Study On Evaluation System Of ATIS Projects

ATIS (Advanced Traveler Information System) is an important part of ITS (Intelligent Transportation System). ATIS is applied widely in foreign countries. It is crucial to make study on scientific evaluation of ATIS macroscopically combined with transportation practices in China. Especially, the evaluation by benefit indexes, cost indexes and technology indexes can provide powerful theoretical support for ATIS research. By the application of new technologies and measures in traffic engineering, project management and ITS, this paper studies on how to set up evaluation system of ATIS project. The main sections are:Chapter one is Introduction. Firstly, the section summarizes the backgrounds, concepts, traits of ATIS and the needs of study. Then some applications and evaluation researches are introduced. At last, the main contents of the paper are summarized.Chapter two is General frame of ATIS project evaluation. The traits of ATIS project and ATIS project evaluation are analyzed, and the contents, including the range and level, are clarified. Then the essential principles of ATIS project evaluation are confirmed, and the general programs are discussed.Chapter three is Establishment of evaluation indexes system for ATIS project. Based on setting down some evaluation principles, the evaluation indexes system for ATIS project are classified, and the cost indexes system, the benefit indexes system and the technology indexes system are studied.Chapter four is Cost evaluation of ATIS project. The section sets up the frame of cost evaluation, and analyzes the physical structures and costs of Highway Advisory Radio (HAR), Dynamic Management Sign (DMS), Traveler Information System Based on Telephone, Traveler Information System Based on Internet, and In Vehicle Navigation System (IVNS).Chapter five is Benefit evaluation of ATIS project. The section makes deep researches on methods and emphases of benefit evaluation, investigates the different inside and outside impacts on ATIS project, and sums up some basic parameters of benefit evaluation. Furthermore, a sample of Highway Advisory Radio (HAR) is provided. Its evaluation parameters and traveler time evaluation are analyzed.
