On the conditions of short bidding term, many subcontract projects such as membrane construction may be bided without detail drawings, so it becomes essential for contractors to establish quick bidding system.Bidding system in the essay is composed of four portions, which are Data Base system, Estimation and Bidding system, Cost Control system and Risk Analysis system. In view of membrane construction, Data Base system and Estimation and Bidding system are emphasized in the essay.On the base of analysis on the constitution of Data Base system, Data mining is introduced to the establishment of enterprise norm to provide technological support for the contractors.Bidding model is established in the essay. At first, analytic hierarchy process (AHP) is introduced to determine key factors of quotation, then management rate estimation is established by aid of BP algorithm. Effectiveness of the model is proved by case history.On the conditions of bill of quantities, Management-rate estimation system is established with key factors as input and management-rate as output, then the nonlinear mapping from key factors to management rate will be obtained through specimen training.
