According to the general principles of system theory, information theory and fuzzy cluster analysis method, the practice of these confidential aviation safety reporting systems in the world are researched in this paper. On this foundation, the effect of the confidential aviation safety reporting system to aviation transportation system, the confidential aviation safety reporting systems'function and structure, the information feature and flow process, and the systems cluster analysis are all discussed in this paper.These conclusions are drawn in the paper. The first one is that the confidential aviation safety reporting system is a system with preventive, economic, flexible and timely feature besides the general principles of the system theory and information theory; the second one is the system matches with the function-structure rule and system information feedback rule, and the system information are timely and spacing, integrating, continuity, and randomness; the last one is the relationship between SCASS and other systems are found by using the fuzzy cluster analysis method.The research and the analysis of the confidential aviation safety reporting system in this paper would be a basis of the theoretical research and the development of the system, and it would be a useful and beneficial reference for the further development of SCASS.
