Urban construction land is the basis of social and economic activity in city.Since it is the most important resource in China's cities,it is the subject, which the strategy of resource-saving society concerns on. The controlling on the standards of urban construction land is one of the most important traditional tasks of urban planning. With the transition of China's economic system from the planned one to the market-oriented one and the change of general socioeconomic status, it is evident that the existing system of classification of Land-use and standards of urban construction land cannot meet the requirements for urban development nowaday. Its effectiveness on controlling and guiding the urban construction land has been declined and it is not suitable for the requirements of market-led development. In order to cope with the changing situations, new approaches of controlling on urban construction land should be looked and created.This study reviews the main points of existing system of classification of Land-use and standards of urban construction land. Based on the relationships among government, market and urban land, the study analyses the shortcomings of existing system in facing the palnning formulation and managment, and also tries to reveal the deeply-rooted reasonsof that.The study discusses the factors in different levels.which affect the standards of urban construction land. Then,on the basis of the relationship between market mechanism and government policies , the study put forward some advice to reform of the existing system, and further, proposes a new system which is relevant to China's current urban development. |
