Universal Automatic Identification System (AIS) is a ship and shore-based broadcast automatic identification transponder system, operating in the VHF maritime band, is a new navigational system and a new maritime safety information system involving the modern communication and network and information technology. Its characteristics and capability will make it an outstanding new tool for enhancing the safety of ship navigation and efficiency of shipping traffic management, make it a good data platform to build the navigation safeguard synthesis service system.In order to building and applying AIS, MSC73 of International Maritime Organization (IMO) adopted the amendments to the SOLAS74 Convention in 5 December 2000, the amendments have entered into force on 1 July 2002. According to chapter V of the amendments to the SOLAS74 Convention, all ships of 300 tons gross tonnage and upwards, when engaged on international voyages, all ships of 500 tons gross tonnage and upwards, when engaged on non-international voyages, all passenger ships shall be fitted with shipborne AIS equipment on a provided timetable.In order to building AIS shore-based network system, in 2004, China MSA start to build AIS base stations, now has built 50 AIS base stations. In the eleventh Five-Year Plan, China MSA will give point to build the navigation safeguard synthesis service system. AIS shore-based network system will be a important part of the synthesis navigation safeguard system and the navigation safeguard synthesis service system. In order to building the navigation safeguard synthesis service system, AIS information merging and AIS track analysis are a critical technology.On the basis of introducing the principle of AIS base station and the disposition scheme of AIS base station in North Sea Area, the thesis researches AIS information merging and AIS track analysis technology.
