The traffic transport on military affairs is a sort of martial activity whose purpose is to consolidate national defense and strengthen legionary construction, and maintenance national safe and tranquilization. The 21 century will be the age of high-tech's high-speed development, and new martial revolution will sweep the seven seas. The traffic transport on military affairs faces the austere challenge of the new status, and what is the important question our army is facing is how to fit for the new status, for what the high tech local war asks for the martial traffic transport guarantee.The study and application of Intelligent Transportation System, will accelerate the high-efficiency running and development of the traffic transport on military affairs.The Route Guidance System is in the important part of ITS, and has become one of the pop developmental aspects in the nowadays application. However, by the swift develop of RGS, the questions are discovered when RGS is used in the traffic field. The optimized routing subsystem which is the core model of RGS is the unsubstantial teaches of RGS, and the analysis function of routes is not strong. The routine analysis, whose core is the shortest routine matter, is to search for the best routine of the shortest distance between two points in the network.The question on choosing routine in the best times in the dynamic random traffic network is broken into the strategy of choosing routine, the mathematics model of road net layout, the arithmetic of the best times routine and so on.The routing strategy determines the aim and direction of decision making. The routing strategies in RGS are divided into three classes and a Full Adaptive Routing Strategy is preferred in this paper. To implement this strategy, predict travel time and proper algorithm are both needed.Route travel time forecast is aimed at a given path to compute the time cost on it. The forecast of the route travel time based on dynamic random time is stressed and studied in the mathematics model. The forecast of route travel time is the base of all the forecasts, and aimed at computing the used time on the given path.And then, I discuss the choosing arithmetic for the shortest time route, and recommend the inheritance arithmetic by finding the worst shortage about how the traditional shortest route arithmetic solves dynamic problems from examples and theory analysis.
