Water resources argumentation for Penglai power plant was taken as the center of this paper. Water resources and its utilization of Penglai city, the water resources argumentation for Qiushan reservoir and Zhanshan reservoir, and their conjunctive water supply were discussed in detail.Water resources and its utilization of Penglai city were analyzed based on the principle of water resources management and water saving policy. Taking 2010 as the immediate level year and 2030 as the forward level year, the relation of water supply and water demand was analyzed. The result indicates that in the both level years, at the guaranteed rate of 50%, the water supply is over the water demand, and at the guaranteed rates of 75% and 95%, the water supply is insufficient at the different degrees.Based on the analysis of present water resources and the future water resources from South-North Water Transfer Project, the water supply capabilities of Qiushan reservoir and Zhanshan reservoir were studied emphatically. Long-period reservoir routing was developed according to the inflow series and water consumption series. Because the two reservoirs are connected by conduit, in order to make full use of the invaluable water resources, different schemes were designed, and the optimal scheme was suggested finally.
