The objective of this planning and evaluation of Bus Rapid Transit (BRT) is promoting the transit system to the most attractive traffic mode. BRT will be a important part of transit system in Dalian since the multilayer transit system will be built to match the railway, BRT and general transit system.Before Transit demand forecasting, the theory of traffic demand forecasting is analyzed and the model of trip generation, trip-distribution and mode split is introduced. Then a transit route system planning model which is based on the maximization of transit flow density is built. The optimize aim of the model is the maximization of transit flow density, in other words, the minimum of transfer and the maximization of flow volume with average distance. A constrained condition of the least flow volume is added because of the demand of BRT. On this condition, BRT in Dalian is planned and argued before applying.During the evaluation of planned BRT, the theory of transit assignment is introduced firstly. Transit assignment is carried in transit network with BRT and transit network without BRT using the programming of transit assignment. The mode split is calculated in condition that BRT is built using traffic distribution-mode choice combine model. Resident travel time is calculated based on the result of transit assignment. Then the method of evaluation of before and after building bus lane is that traffic simulation and environment impact analysis are combined. The transformation of characters of traffic flow and emission factor is gained to support the bus lane of BRT. At last, transit corporation benefit and BRT cost-benefit are analyzed.
