Since the 21st century, China's shipping market has undergone earthshaking changes, yet the development of harbor entrance present a robust situation. Meanwhile, the limited resources of the shoreline have less than unlimited economic development demand. Now national relatively good shoreline have mostly exhausted, the remaining shoreline almost are sandy coast and muddy coast, but muddy coast accounted for the majority of them. How to effectively solved to the development of muddy coast ports will be the need to protect sustainable development of our ports.Based on the "overall planning Lianyungang port," this article analysis the development of the northern and southern flanks of Lianyungang. In this article, the main problem of the feasibility and the general arrangement in studying on the construction of the port will be solved; and the analytical method is used in combination with geological geomorphology, hydrologic and so many subjects of regional natural conditions for the systematic purposive researching in the conditions of regional port building; In the meantime, AHP will be used to introduce the supplement of location, and provide theoretical support for the terminal.In this article, the first chapter focus on the nation's coastal ports macroeconomic situation as a focal point, and clearly extract that the used developing in port shoreline is the important assurance to the next phase of the rapid development of the port, and stress the necessity. The second chapter analysis the natural terrain conditions and dynamic of the nationwide typical muddy coast, meanwhile generalize the characteristics of the muddy coast and several important factors to impact the port construction. Based on the macroeconomic research, the third chapter deeply discuss the development of the port of Lianyungang as the typical muddy coast and the feasibility of regional port building, after meet the basic requirements for the port, analytic hierarchy process will be used to theoretical analysis the supplement location of regional port and provide the next stage direction. The fourth chapter guesswork the horizontal layout of the port based on the measured date, proving the guess by using mathematical models, through the durative optimization, after all determine the best option in planmng stage of the port. The last chapter, summarized the previous research results, present the next stage work and the need to strengthen depth on the basis study.
