Under the direct of constructing our well-to-do society comprehensively, the urbanization of our country is developing rapidly and people's living standards is advancing continuously. During the first 20 years of the 21st century, the construction industry will develop promptly. The proportion of energy consumed by buildings increases year by year and this will make more and more influence in the stratagem of containable development. Specially, the heating residential buildings' energy consumption occupies the most of that. Therefore, the energy saving work in heating residential buildings has begun in the 80 years of 20th century. The Ministry of Construction has publicized a series of policies and codes to save the heating energy consumption and also constituted many checking criterions. All this has propelled forward the development of energy saving strongly.On the basis of actual test, the procedure of heat consumption per unit of building, hydraulic balance level of outdoor pipelines and rate of water makeup of heating system are analysed and researched and then the standard articles of building energy saving test are put forward in the thesis. Then the energy saving state of buildings will be evaluated accurately. In addition, theoretical analysis to hydraulic banlance adjustment, the replacement of representative room as well as the data reorganization and process of ultrasonic flow meter are made in the thesis. Then the constitution basis of relative articles is given. Meanwhile the systematic errors that the appliances made are analysed profoundly and the operation requisition for the sake of decreasing systematic errors is brought forward. At last, the influence of building itself to test results is analysed simply.
