In the present paper, in order to develop American codes-based concrete-structure CAD software, all articles concerning concrete element design in ACI 318-99 are investigated , and the flexural strength calculation formulas for beams as well as compression with bending strength calculation formulas for columns are derived. Furthermore, the flowcharts for various concrete element design are proposed, and the corresponding programs are implemented. At last, a concrete frame structure is designed by American codes and Chinese codes respectively, and the differences between earthquake actions, earthquake action effects and the factored load combination obtained from different codes are analyzed, the reinforcement amount, which reflects the reliability level of a concrete structure to some extent, is also compared.The main contributions of the present paper are as follows:1) The conversion system between ACI 318-99 material properties and GB 50010-200 material properties is established.2) The strength reduction factors specified to all kinds of elements in ACI 318-99 are introduced, and the factored load combinations in ACI 318-99 and GB 50010-2002 are compared.3) All articles concerning flexural strength, shear and torsion strength of beams in ACI 318-99 are studied and compared with counterparts in GB 50010-2002. A beam design computer program is developed based on ACI 318-99 and reinforcement amount calculated by ACI 318-99 and GB 50010-2002 are compared.4) All articles concerning bending strength and shear strength of short columns are investigated and compared with counterparts in GB 50010-2002. A short column design computer program is developed based on ACI 318-99 and reinforcement amount calculated by ACI 318-99 and GB 50010-2002 are compared.5) The principles for differentiating short column from slender column are studied, and fundamental characteristics of sway slender columns and non-sway slender columns are analyzed, several methods considering second-order effects are explored.
