It is an important approach to alleviate congestion in city by urban railway transit (URT). So much money will be invested in the long process of constructing URT, and the planning for URT line is very important.According to the total planning of city, from qualitative and quantitative aspects, the method and principal of planning for URT were analyzed.The objection, content, method, principal of planning for URT line were introduced. The theories of modal split and traffic distribution were investigated for passengers flow forecasting.The factors which affected total scale of URT were analyzed. Hierarchy model of affected factors and model of computing total scale of URT were constructed. On the condition of no passengers flow forecasting, according to the principal of the location of URT, three-stage method of planning for URT line was proposed, and the method avoided too much fund being spent in the process of the passenger forecasting. The effects to which stations attract passenger flow, trip time, cost, real estate along line, URT feeder other traffic, structure and configuration of city were analyzed. Based on the minimize trip time of passenger, the model of optimal average distance between URT's stations and the model of station's coverage and the model of station's cost and benefit were proposed.At last, the validation of scales of URT and monorail No.2 line of Chongqing were analyzed. The study indicates that the scales of URT for Chongqing will be L = 343km~388km is feasible in 2020. Based on the minimize trip time of passenger, optimal average distance between stations of monorail No.2 in Chongqing is 1.016km, and is 1.018 by the three stages method, and total length of line is 11.2km.Based on the maximum of coverage of station, twelve stations are located from Linjiangmen to Zoo, and the twelve stations are Linjiangmen, Jiaochangkou, Qixingang, Pipa mountain park, Lianglukou, Eling park, Xiaojiawan, Daping, Yuanjiagang, Xiejiawan, Yangjiaping, Zoo.The feasibility and validity of the method were illuminated by the example in this paper, and the methods afford the powerful warranty for the line planning of the urban rapid rail transit.
