On Reform Of Village In The City

ThisThis paper makes a thorough study of the phenomenon of village in the city. Village in the cityin the city, which in the city master planning has already been assigned within the range of construction,which still retains the rural system and utilizes the collective land in the form of village commission,refers to the farmer residing village .The reform of village in the city has become the important issue of the city government owing to the serious problems existed in environmental sights, social management, villagers,employment and society ensurance. Owing to the city,s rapid development and expansion, the city government tends to go around the village to avoid the cost when making a requisition for land. The government departments don,t manage well in planning, territory and so on. The city government doesn,t arrange well the lodgings for people from other cities and people with low income. How should the farmers exist after losing their land? These make the problem conspicuous .So in order to deepen the process of urbanization and form a fine city developing environment, the village in the city has to be reformed. Though it should be reformed, in practice, there are many obstacles in concept, economic interests, policy system and management .So the reform is a long-term job and has a long way to go. How to reform? The city government must have definite principle and object . The strategy and contents must be clear. Because of the diversity, city governments of every region are all seeking for ways as to how to reform. GuangZhou and ZhuHai have already accumulated some fruitful experience . Now that the problems are so serious, the reforms so costly, could the problems be controlled in the process of rapid development in our country? The phenomenon can be controlled if we look at the successful case of city developing pattern in Jinan ShangDong.This paper, which dwells on how to reform the village in the city and what measures the city government should take to solve the problems, analyses the reasons and problems .The research fruit of this paper, which has a practical reference effect, can be served as a guideline to the reform of the urgent and thorny problems for the city government of all levels.
