The management of power supply reliability is the foundation of the modern electric power industry's management, and it is the synthesis manifests of the plan, the design, the construction, the equipment manufacture, the production of distribution network. At present, the domestic study for the reliability of electric distribution network mainly concentrates in the domain of mid-voltage and high-voltage. To the electric power, the result of the research is not satisfied and cannot comprehensively reflect the actual situation of each kind of the user. So the management of distribution network reliability should be expanded to the domain of the low-voltage. It is a need of the improving quality, and it is the basic guarantees of the equipment security and improving management.This paper concentrates in the management of the reliability of distribution network, studies the theory from the actual situation of distribution network. At the same time, this paper combines the basic theory of the reliability with the computer technology, such as the object-oriented theory and the technology(object-oriented programming, design pattern, STL and so on)As a result, the paper has constructed the class library of the distribution network parts, and has achieved the following functions: simulating the distribution network; Expanding the function of original CAD system; completing computation of more than 40 reliability targets; establishing the multi-function system of reliability management, which meet the demand of the user. In the process of developing, the paper introduces the completely object-oriented viewpoint and programming technology which caused the software fully to manifest the object-oriented programming merit. The traditional difficulties in the process of development have been overcome and the complexity of the large-scale analysis program has been reduced. Through the nimble construction and the advanced software platform, the software is easy to be maintained and expanded. Under the condition of the constant change of the service, the software also can satisfy the requests of the users.
