With the development of China's railway industry, the railway communication system in existence reveals some disadvantage, for example: the behindhand technology, the low service quality and the low interaction ability between railways. So a new special railway communication system is urgently needed.As the European railway's wireless communication system supported by UIC, the GSM-R system has many advantages in the aspect of railway transportation. The standard and product of the GSM-R system have been applied in many European countries. The railway department has taken the GSM-R system as the special railway communication system of our country. The GSM-R system supports functions of Function number address, Location Decide Address, VBS and VGCS.Because of these functions, the GSM-R system can support the normal voice communication and specific communicaton for railway application. With the GSM-R system the managers and workers of the railway industry can share all the information of railroads'running state in time, and the customers will be convenient to know the information of transportation and others.This paper researched the network structure of the GSM-R system according to the operation requirement. According to the GSM supplementary service protocols established by ETSI, this paper researched the pivotal technologies of the GSM-R system: VGCS and VBS, and at the same time designed the realization project of the VGCS\VBS module. This paper also designed the service flow of the VGCS\VBS call in the network side and at last validated the function of the module with the specific testing tool.
