With more than 170 spring spots appearing in the vale of Zhuozhang River 16km long fromXiliu to Beidanche, Xin'an spring group is the second largest spring group in Shanxi province,north of China. The spring area is 10950km2, covering 12 towns of Changzhi city, such asWuxiang, Xiangyuan, Qinxian, as well as Yushe of Jinzhong city. For many years, the averageflow volumetric is 10.10m3/s. For a long time, Xin'an spring group is always the main waterresources for the living and production of more than 600,000 people in Zhangzhi city.In the recent years, with the rapid development of industry and agriculture in this area, andwith the gradually rising of living standard, the water consumption increases sharply. Because ofthe shortage of surface water, underground water is the main resources of water for industry andresident's living. In some places, the underground water has been drawn out excessively.Therefore the underground water environment is damaged. The unexpected trends are thedescend of underground water table, the decreasing of flow volumetric , contamination ofunderground water, and dry up of shallow underground water induced by mining. If effectiveprotection measures could not be taken timely, there would be serious and uncovered effect. Allthose effects will restrict the economic development and social stability.In this paper, based on the long-term geological hydrology data about Xi'an spring area, theauthor explains the evolvement mechanism of dynamical environment of karst undergroundwater system in this spring area, and evolvement trend of dynamical environment due tounderground water exploiting for industry and resident's living, as well as mining of coal. Lateron, the author analyses the control function by geological hydrology structure to chemicalenvironment and affects to the chemical environment by exterior factors, such as industrial waterdrawing, waste water drain and coal mining, etc. The paper intends to explain the relationshipbetween interior and exterior factors of underground water system using the method ofsystematology. In order to realize the sustainable utilization of karst underground water resourcein Xin'an spring area, its present situation and development trend of are discussed based on themodern comprehensive and reasonable system of assessment of water resources. At last, thestrategies for utilizing water resources of Xin'an Spring area are put foreword.
