Luanhe to Tianjin Water Diversion Project is a lifeline for Tianjin's survivaland development and it plays an important role in mitigating water shortage ofTianjin and promoting economic development. The full length of Luanhe to TianjinWater Diversion waterline is 234 kilometers, of which Lihe reach is 57.6 kilometerslong, being approximately fourth of the total length. Lihe is an important river whichflows into Yuqiao Reservoir. Lihe is used as natural flood channel and water transferchannel, and in the early construction of Luanhe to Tianjin Water Diversion Project,only the upstream of Lihe was preliminarily regulated. With the above reasons andthe lack of fund input to Lihe regulation engineering in recent years, the old projectis aging greatly, and thus endanger the safety of water conveyance, such as riverchannel erosion, river bank collapse, incomplete flood control equipment and so on.And due to the rapid increasing population and economy development, water qualityis polluted seriously. How to solve the above problems and to ensure the safety ofwater conveyance and water quality of Lihe is the core of the management ofYinluan project.Combined with the running performance and observed data of Lihe diversionproject, the problems of all aspects existed in watercourse are analyzed in this paper.Based on the general function and request of Yinluan project, three waterwayregulation schemes are established. Through comprehensive analysis andcomparative select, a feasible and optimal scheme is put forward, that is,comprehensive regulation to existed water course. To ensure the safety of waterconveyance, to project water quality and to improve ecological environment of thewater course, enforcing bank protection, widening water course, levee reconstruction,reducing pollutant inflow, planting hydrophytes and conservation forest etc. areadopted to Lihe comprehensive regulation. And the feasibility and detailedimplement measures of using wetland to improve water quality inflow YuqiaoReservoir are discussed in this paper.Using water quality numerical simulation to study the condition that Lihewater quality varying after comprehensive regulation and predict water quality ofLihe inflow Yuqiao Reservoir, and evaluate the effect of Lihe comprehensiveregulation engineering are put forward in this paper.
