The Research Of Traffic Safety Long Acting Management Mechanism In The Fujian Province

The Fujian is a coastal province with a rapid growth in economy, the whose road density and port number, the throughput all play an important role in our country' s traffic system. Along with the rapid development of the economy, the construction of basic traffic facilities in Fujian has come to its prosperous period, but at the same time ,the number and casualty of traffic accidents have also increased greatly. Setting out from the range of research of the road and waterage, synthesizing the definition of the original road traffic accident and aquatic traffic accident, this topic first puts forward a new concept of traffic safety management suitable for the topic, and gives full comprehends and analyses to the intensions and characteristics of the traffic safety long acting management. Then the dissertation makes a research on the present situation of roads, waterage safety and the management of transportation in Fujian, and makes clear the definite responsibility of each department of traffic management in Fujian. Guided by Dengxiaoping Theory and "Three Representatives", several aspects which are related to safety management have been taken into consideration systematically and thoroughly such as programming, construction, management and operation on roadway & waterage in our province. Conforming to the realities in our province, the party thinks over how to build long-term & effective management mechanism for road traffic in Fujian Province from eight mechanisms including law & statute, safety management, early-warning, informatization, road safety audit, self-regulating mechanisms of enterprises, traffic Sci-Tech and safety cultures. This dissertation adjusts the relationship in the systematic safety management in entire process,all members,entire department,all directions among the departments such as the department of planning ,construction ,management and operation of road and waterage and other relevant departments .puts forward the concrete measures of establishing the mechanism of traffic safety management ,that is based on separating the functions of government from those of the enterprise and establishing long-term & effective mechanism with operating units the main body to conform and optimize the allocation of resources .to improve the traffic safety economic benefit ,reduce administrative cost ,improve the efficiency of traffic safety management ,bring down the number of traffic accidents and to realize the purpose of traffic convenience and high efficiency.
