Study On Countermeasure Of Flood Hazard Mitigation In Yunnan Province In New Period Water Resource Engineering

In new period, sustainable development has been generally acknowledged. With this idea, the theory investigation and practice of flood hazard mitigation becomes forward research field in the world. Based on the present situation and current tendency of flood hazard mitigation research domestic and abroad, the countermeasure of Yunnan provincial flood hazard mitigation in new period is studied according to the situation of Yunnan province, including adopting the idea of flood-management, improving the flood-prevent engineering system, constructing non-structure measure, establishing investment safeguard mechanism, increasing the content of technology continually and improving the ability of decision.The main contents and research work of this paper are mentioned briefly as follows:1. The history, actuality and tendency of flood hazard mitigation domestic and abroad are systematically reviewed, and the importance of research and strategy shift of flood hazard mitigation is expounded from the view points of structural measures, non-structural approaches, standard of flood, investment, insurance and science research.2. The main cause of Yunnan provincial flood hazard which is regional at most times in the forms of the storm and flood is analysed. On the basis of the nature factor and hazard characteristic, Yunnan provincial flood hazard can be classified as storm-flood damage, mud-rock flow damage and city flood & water logging damage.3. The effect of structure measures and non-structure measures including flood-prevent command systems, hydrographical & meteorological forecasting, flood-prevent laws, are studied and analysed. The funds-input mechanism in putting the city river in order is groped. However, the flood hazard mitigation in Yunnan is still facing seriously situations, that is, frequently happening flood hazard, enlarging hazard, imperfect structural system, lagging construction of non-structural approaches, insufficient investment, and etc.4. The settlement of flood hazard mitigation in Yunnan in new period is propounded by the instruction of flood-management theory. The main achievements of this paper are summarized as follows:(1). It is reported that the strategy of flood hazard mitigation in Yunnan should change from flood-control to flood-management, which has not only important theory guidance to the practice of flood hazard mitigation in Yunnan, but also reality guidance to the 11th five-year plan for Yunnan provincial economic and social development, the five-year plan for Yunnan provincial water resource development.(2). It is also reported that the urban area should be one of the emphasis in strategy shift of Yunnan provincial flood hazard mitigation. It is urgent to draw up city flood-prevent plan coordinated with city overall plan, to combine flood-prevent structure construction with city-reconstruction and land value-increase.(3). The flood risk management idea is raised, which include investigation of flood risk, drawing flood risk map, delimiting flood risk area, and etc.(4). The watershed unified management idea is raised creatively, which should be applied rigidly in flood-prevent structure building, flood-prevent plan drawing, flood simultaneous dispatching and decision of flood hazard mitigation.
