Hunchun is located to the Jilin Province Yanbian KoreanNational Minority autonomous prefecture southeast area, theTumen Jiang downriver,and is situated at China, Russia, Koreathree countries border, with southeast and Russia borders on, withsouthwest and the Korean people democratic republic separatesthe river to face one another, at the same time is located theNortheast Asia geography geometry center spot.It usually has "thechicken cry to hear three countries, dog's bark startled threeboundaries" names of the gold three angular regions, has offshore,trim the union department characteristic, and is an emergingfrontier trade city.The Hunchun heat enterprise develops in recent years quickly.According to investigate the statistics, in 2001 in the Hunchun oldcity floor space is 2.753 million square meters. 2.303 million squaremeters use the small boiler to carry on the heat, and other partsheats hotly with still depending upon the small stove, the heatedkang, with the heating quality being worse. With theimplementation of the second issue project of fair heats, it willcancel 55 small boilers that are dispersed in the urban district, theaggregating capacity being 70.765 steam ton.Outside of the room the heating calculation temperature is -21℃ in the Hunchun winter, and heating time is 4,080hours.Therefore it is bigger to the energy consumption and theenvironment influence. This article through the energy consumptionand the environment benefit analysis, has appraised the energyconsumption level of the Hunchun county fair heats, proposed theenergy conservation measure of heating system, And proposed theboiler room haze purification system design plan,at the same time,in the plan that will construct, the present air quality situation andthe influence carries on the forecast appraisal.this project's unit supplying heat is lower for the thermal energyconsumption. in energy preparation, transformation, transportationprocess, the design adopts enhancing the thermal efficiency's anddecreasing energy desperse's measures which are efficient. It usesthe thermal power plant as the main heat source, and raises theenergy rate. In the first issue project the heating's average standardcoal consumption rate is 39.9Kg/GJ, the heating yearly consumesthe standard coal approximately 95,760 tons, and compared withsmall boiler rooms on the same level scale, every year saves thestandard coal approximately is 68,051 tons. The heating pipenetwork uses prefabricates straight buries outside the high densitypolyethylene to protect gathers the amine fat foam plastics heatpreservation pipeline, with its heat preservation effect being betterand the heat loss being smaller. The SO2 and the mist and dustdischarge density conform to "two kind of areas" II time intervalstandard request in GB13271-2001 "Boiler Air pollutant Todischarge Standard" ,does not exceed the allowed figure. Throughthe atmospheric environment present situation and the forecastanalysis, in the PM10 present situation appraisal the maximumvalue is 0.108 mg/m3, and the superimposition value with forecast'sdensity maximum value is 0.116 mg/m3, so it is smaller than the twolevels of standards' 0.15 mg/m3 in the "Ambient air Qualityspecification" (GB3095-1996). In the SO2 present situationappraisal the maximum value is 0.051 mg/m3, the superimpositionvalue with forecast density maximum value is 0.704 mg/m3, so it isalso smaller than the two levels of standards' 0.15 mg/m3 in"Ambient air Quality specification" (GB3095-1996) .According to the total quantity controli principle, this projectconstruction has altogether cancelled 143 small boiler rooms, andavoids constructing the other dispersing small boiler rooms。Because this project takes the heat source by the high efficiencythermal power plants and the large-scale accent peak boiler rooms,so its pollutant withdrawal is far smaller than pollutant withdrawalfrom the small boiler.Considering the entire region, the projectconstruction reduced the pollutant discharge of the total quantity onthe large scale.In the north part of our country, the winter heating heated stillprimarily by burnning coal.The heating project consumes the biggerenergy , and greatly affects the atmospheric environment.Therefore, further studies of the energy conservation potential inthe heating project and of reducing the environmental effect in theheating project have the vital significance to realizes the economicsociety sustainable development.
