With the high-speed development of modern industry, the contradiction between the energy demand and supply is progressively prominent. Currently, the construction and development of hydroelectric plants with Small & Medium-sized type are support greatly by the governments.Basing on this background, how to effectively manage the operating hydroelectric plants has the vital significant meanings. This paper firstly introduces the important meaning of the hydroelectric plants' monitoring, and analyses the two modes simulation of a hydroelectric plant, then analyses the developing status of the hydroelectric plants monitoring between the china and foreign countries. After then, the paper based on the Ying Xiuwan Hydroelectric plant, and takes it as the research object (emphasis on Er Taishan Switchyard) to develop a simulation platform with the configuration software- Kingview 6.5 (Electrical version).This paper introduces detailedly the process how to carry out the simulation functions. In the simulation system, has built up the important parameters database, and carried out the dynamic picture display the real-time data dynamic display, and can inquire the historic data during a certain time with the database, can automatically alarm (included but not limited the sound alarm, E-mail alarm, mobile short message alarm ,and so on ), Furthermore, has carried out the simulation of spot-fault occurring and its recovering operating in the power system, and so on.Moreover, the simulation system sets up a management system, and carries outthe project pictures to issuance on the Internet and users can remotely browse the system by their security access. Through this way, the managements can conveniently know the operating scene. The simulation system will have the practical value if put it into application after be consummated.
