Study Of United Operation System Of Water Quantity In A Drainage Basin Based On Exchange Of Water Rights

Besides the behindhand management and water resources waste, with the rapid development of society and economy of the Yellow River Basin, the need of water resources is increasing at very fast speed and water pollution is aggravated seriously, so water resources of the Yellow River Basin becomes not enough. In order to improve the efficiency of water resources allocation and utilization and resolve the problem of water resources shortage, the govement is beginning integrated distribution of water quantity in the Yellow River Basin and attempting to develop exchange of water rights.On the basis of water rights theories and practices in the world, especially the productions about our country's water rights system based on a basin, a united operation system of water quantity in a drainage basin based on exchange of water rights is built. This system combined the united operation of water quantity in the Yellow River Basin and the exchange of water rights organicly, so it can be used to make decision for the exchange of water rights and make the mode of the united operation of water quantity after exchange of water rights.On the basis of the former production about allocation of initial water rights and exchange of water rights in the Yellow River Basin, this dissertation improves the operation mechanism of initial water rights allocation and water rights exchange, then builds the united operation system of water quantity in a drainage basin based on exchange of water rights seriously. In the part of operation mechanism of initial water rights allocation, the dissertation makes the operation principles, objective, institution setting, operation course and gives some advices and so on;in the part of operation mechanism of water rights exchange, the dissertation introduces the setting and function of management institutions, and makes the forming and operation mechanism of water rights exchange, the operation mode of water quantity based on water rights exchange etc;and in the part of the study of united operation system of water quantity in the Yellow River Basin based on the exchange of water rights, the dissertation classifies the exchange of water rights to meet the united operation and make principles and calculation method of water rights exchange's quantity, the operation mode based on the exchange of water rights and so on.
