In the context of electricity market, Available Transfer Capability (ATC) is animportant indicator of the further usable amount of transmission capacity for commercialtrading, which has a substantial impact on the successful operation of the electricitymarket not only from the technical viewpoint but also from the economical perspective.This paper presents a mathematical model of the ATC calculation in continual points inpower market, which bases on Markov processes and takes steady-state securityconstraints into accounts .This paper predicts system state in continual points by Markovprocesses and Monte Carlo Simulation firstly, and then calculates ATC in any points bysensitivity analysis. It develops user program interface bases on the environment ofPSASP/UPI. The calculation of ATC is solved by repeatitive liner iteration based onsensitivity computation. It is implemented by DLL programming with PSASP/UPI. The14-bus IEEE test system has shown validity of the model and feasibility of proposedalgorithm.
