Current and voltage are the base physical parameters of the power system. Traditional current and voltage measurement devices are Electromagnetic Current and voltage Transformer. But with the fast development of power system, this traditional measurement device can't satisfy the new need of the Compute-based protector. As a new current and voltage measurement device, the digital optic-electrical transformer can satisfy this need, and it still has many problems to be resolved. This thesis introduces the new characters of the digital optic-electrical transformer, and lists the work the author does at the beginning. Then the thesis introduces the structure of the digital optic-electrical transformer and analyzes the function of the low-voltage unit. In the third chapter, the thesis describes the analog output part, and analyzes its characters such as linear character. In the next chapter, the thesis first introduces the standard IEC61850-9-1, and then gives the solution to the digital output according to the standard. In the fifth chapter, the thesis gives a brief introduction about the communication between the transformer and the computer in order to acquire the standard digital output. In the last part, with referring to the result of many experiments, this thesis draws a conclusion: the design of the digital optic-electrical transformer has satisfied the predefined require.
