According to the need of revising the current hydraulic industry standard in china: Design Code for Hydraulic Concrete Structures, seven codes such as SDJ 20-78 Design Code for Hydraulic Reinforcement Concrete Structures (try out), SL/T 191-96 Design Code for Hydraulic Concrete Structures ,GB 50010-2002 Design Code for Concrete Structures, CH иИ2.06.08-87 Design Code for Hydraulic Reinforcement Concrete Structures, Building Code Requirements for Structural Concrete (ACI 318-02) and Commentary (ACI 318R-02), BS 8110:1997 Structural Use of Concrete EN 1992 Eurocode 2 has been chosen. Through comparing the design principles and expressions of the codes upwards, probability-based limit states design principle and load-resistant factor design approach should be adopted in the revising hydraulic concrete structures.Through comparing and studying the safety levels of the codes in and abroad, total safety level of SL/T 191-96 has been found, moreover the quantitative data of difference about SL/T 191-96 and the codes in and abroad. On the basic of studying the safety levels of the codes in and abroad, the safety level of the revising scheme should be advanced. Moreover the corresponding advising scheme of chosen partial factors has been taken out according to the principle of the safety level and material spending shouldn't change a lot. At last the advising propose of partial factors has been proofed by reliability, what's more the state of studying of reliability in America has been explained and the analysis and comparing the target reliability between USA and China has been carried out. Results show that the advising propose has some safety. The reliability of each typical member increased and the spending of materials can keep the level of SL/T 191-96. The advising propose of partial factors is appropriate.
