In March 2002, the "Standard Market Design (SMD)" is promulgated by Federal Energy Regulatory Commission (FERC) in order to summarize the experiences and morals in prevailing electricity markets, and standardize the programming, design and constructing of electricity markets in USA, The main ideas and principles of SMD are introduced, and the issues of transmission service, transmission pricing, transmission congestion management and market structure design are pointed up. In the SMD, joint analysis between primary power supply and ancillary services is very important conceive. In the background of multistage and multilevel power market, it is necessary to research on how to joint the primary power and ancillary servers for maximizing profit.Firstly, the principles and theory of power market are described. The history of electricity market is reviewed. The interactive process between the power system optimization theory and the microeconomics theory is discussed. Then the advantages of some foreign and domestic electricity markets are summarized.Ancillary services are essential resources in power systems. Ancillary reserves play a very important role in maintaining power system security and reliability. Research of mechanisms of bidding dispatching pricing and settling for ancillary reserves is still an attractive topic. Therefore, under the survey of different trading decision methods in electricity and ancillary reserves markets, pricing and dispatching methods for power reserves are categorized into typical types. Based on generation side the risks and the strategies are illuminated in this paper.Thirdly, considering dissimilar characters and different processes betweenprimary power market and ancillary services market, separating total target into two stages aims, it illuminates the union bidding strategy of power with reactive power and primary power with reserve power. By computing tests on some units, it is show to us the optimal redistribution or multi-distribution strategies of the power by a example.Finally, it is well known that the coordination among these markets has always been an important issue in theoretical research. Considering the current situation of power system reform in China, the potential application of SMD to electricity markets in China is analyzed and prospected in this paper.
