First of all, the paper states the several available programmers, after comparing and analyzing the reliability and feasibility and other factor, the optimal programmer is selected.,secondly the programmer is detailed designed .In the substation each interval is defined as a execution unit. The unit is recollecting the switching value and analog quantity. At the meantime, the unit controls the lockset though switching value. Aim at latch-up protection, the execution unit in of each interval is connected with monitoring computer by CAN bus, the digital data can be upper transmits and the order can be released. By means of the reliable hardware design and the proper software program, evently, the design can achieve the real time remote supervisory in the substation.
