And the theory and method of the Planning and Management left much room to be developed Along with the RS GIS and GPS development and application in related realm, we must use these techniques to make a better evaluation and layout.This paper studies to RS GIS GPS technology and application current situation in every relevant fields, combine development trend of Forest Park , the feasibility used to 3S technology in the planning and management of Forest Park is analysed. Taking the topographic element of scenic area as research object, the deep pulse oftopography is touched by using the concept of environment, ecology and culture in this paper. The quantity law of topography is grasped by using modem scientific means-3S. Offer reference for planning and management of the Forest Park in the future..
