Research on reservoir real time flood forecast and operation is carried out and a system of reservoir real time flood forecast and operation is built in this paper with a case study of the Tankou reservoir. This system integrate the Geographic Information System(GIS), reservoir flood forecast, and reservoir operation. The flood forecast of the Tankou reservoir basin with area of 608 km2 is carried out by the use of the Xin'anjiang hydrological model and the model parameters are calibrated. The traditional operation method is analyzed in the part of reservoir operation. Four kinds of operation method including rule operation, instruction operation, auto-optimization operation, and outlet control operation are applied to the Tankou reservoir operation. As soon as GIS is concerned, after the study of various kinds of GIS software, the thought of building individual hydrology information management system is proposed. This thought makes the erection of hydrology management information system independent from any GIS tool system. All algorithms including gathering, editing, analyzing and exporting of data are designed independently. An individual GIS can be built with only a kind of computer language.Finally, through detailed introduce of the Tankou reservoir flood forecast and operation system, the technologies on how to build a reservoir forecast and operation system, and how to satisfy flood defend demand of reservoir management is presented.
